As someone that has frequently used under level 80/new characters, and been able to use weaponmaster just fine before this update, I can definitely assure this is new and doesn't seem intentional as even with this update, the weapon was working just fine until it was randomly unequipped, or manually unequipped. The Weapon Master (also called Weapon Trader in some areas) was a World versus World vendor who offered weapons and weapon skins for Badges of Honor. Prior to level 80, he functioned as a generic basic weapon vendor, and all items offered to level 80 characters were soulbound on acquire and could not used in the Mystic Forge. Leveling to 80 can be consider a long 'tutorial', but it's not a tutorial in the sense of teaching you the basics, but in the sense of getting used to your profession. So it's more 'training' than 'tutorial'. WvW upscales your character to 80, but while in theory you can join in at any level, often you're using gear that only has 1-2 stats per item vs. 3 or 4, so you'll technically be below expected performance. Also, you won't have the trait lines at your beck and call (unless I overlooked something). You can literally level that up through crafting in minutes. Boost a thief to lvl 80, do the first little bit of PoF story, grab 250 HPs - that's 25 incites and/or challenges - from the PoF or HoT maps to fully unlock the Deadeye Spec.
